Fly over the barrier in Vietnam- The transformation of international exchanges in the post-epidemic era

The global outbreak of the infectious COVID-19 is still ongoing, and overseas cooperation between universities are still unable to take place. To this end, Taipei Economic and Cultural Office in Ho Chi Minh City organized an online meeting to cover the educational system, culture, policies, post-epidemic educational changes and current situation, the plight of international cooperation and cooperation proposals.
At the beginning of the online meeting, Wen Cheng Chung, Director General of the Taipei Economic and Cultural Office in Ho Chi Minh City, pointed out four outbreaks in, Ho Chi Minh City Vietnam. He announced that the new semester that started in September this year would continue to be distance learning. This policy showed that the current international exchanges between Taiwan and Vietnam needed to strengthen digital interaction and adopt online learning to promote students’ mobility. A new form of student life has opened up, and universities need to constantly reflect on how to prepare and respond to the New-Normal created in the pandemic era.
The second part of the meeting is the keynote speech: Fly over the barrier in Vietnam, by Tina Ou, Education Attaché of Taipei Economic and Cultural Office in Ho Chi Minh City, who deeply cultivated Taiwan-Vietnam education exchanges and promotion of many years. On the current situation in Vietnam, Education Attaché Ou shared Vietnam's national conditions and habits, the list of schools with potential for cooperation, and provided valuable information.
As the current pandemic outbreak is still serious, Vietnam maintains border control. It is not yet possible to carry out educational exchanges. At this stage Taiwan and Vietnam universities are encouraged to use digital technology to continue active interaction.

In the admissions section, Education Attaché Ou stressed that universities should make good use of online video to break the distance and time restrictions, to promote enrollment and interview selection to maintain friendly interaction with partner institutions, to participate in the education exhibition organized by Education Division, and to enhance students' willingness for exchange and learning in Taiwan in the future.
Education Attaché Ou also stressed that during the pandemic, international exchange activities are restricted. The outbreak in Vietnam that repeatedly surged led to the provincial blockade, seriously affecting the graduation examination of new graduates to obtain degree certificates. The admission process has also been greatly altered. Universities should develop new enrollment patterns and international student service models. Although the outbreak has brought a lot of impact, it has forced universities to actively and deeply ponder about these issues and directions.
The crisis is a turning point. At the end of the speech, Education Attaché Ou expected all representatives of attending universities to translate the limitations of the pandemic into breaking the space-time limit. The distance of communication covered through the internet has been faster and more frequent than in the past. The cooperation of partner institutions is closer to taking a great step forward in international collaboration.
