MOU signed between the Taichung Economic Development Bureau and the Taiwan Social Enterprises Sustainability and Development Association at Tunghai University

The Taiwan Social Enterprises Sustainability and Development Association and the Economic Development Bureau of the Taichung City Government signed an MOU at Tunghai’s Management College on August 9, 2017. The objective is to cultivate the development potential of Taichung’s local enterprises, social enterprises, and non-profit organizations. Participants included representatives from government, academics, and industry, including Commissioner Yao-Zhi Lu of the Economic Development Bureau of the Taichung City Government, President Mao-Jiun Wang of Tunghai University, President Chuan-Yi Tang of Providence University, Legislative Yuan member Chang Liao Wan-Chien, Chairman Fang-Chen Lee of Yung Shin Global Holding, and Director Steven Ho of the Tunghai Branch of Rotary International. These guests and the organizations they represent played an important role in the successful implementation of this agreement.

To create an environment in which private parties could invest in social innovation, the EMBA program of Tunghai University invited academics, industry leaders, and social enterprise leaders to form the Taiwan Social Enterprise Sustainability and Development Association. The vision is to support Taichung’s social enterprises to innovate and develop with the aid of management, academic, and social resources. The signing of the MOU signaled the start of the collaboration between the association and the city government. The signing of the MOU also was the occasion for the award ceremony of the 2017 Social Enterprise Startup Proposal Competition; the aim of this competition was to encourage more students and innovators to devote themselves to social enterprises. The competition had two topics: “Engaging in Neighborhoods: Care for the Elderly and Poor in our Community” and “Circulating Economics: Sustainable Earth Resource.” A total of sixteen groups were nominated for the final round of competition, while two were selected for the Outstanding Award because of their equally creative proposals. The two award winners were “7C Kitchen” which promotes the idea of sharing leftovers and minority care, and "Micro-Fer” which transformed flawed or overproduced vegetables and fruits into valuable products using fermentation techniques. In addition to receiving award, the winning teams will also be granted consultancy services and resources from the association to help them implement their plans. Additionally, the competition aimed to raise awareness regarding various social problems among social enterprisers, innovators, and students. By increasing the public’s understanding towards the flawed system of long-term care, the association hoped to stimulate more innovative ideas to address such challenges.

The Economic Development Bureau of the Taichung City Government noted that the Bureau started the “Social Enterprises Promotion Program” last year to promote social enterprises by holding various forums and activities related to innovation and entrepreneurship. This year, they will also conduct the “Local Industry Development Funds - Taichung Social Enterprises Development Program” to gradually establish a social enterprise and innovation ecosystem in Taichung. The goal is to integrate resources and talents and to become the bridge between social enterprises and the society, which would help to facilitate investments and business opportunities. Both the signing of the MOU between the city government and the Association and the innovation competition would inspire social innovation, turning social causes into economic priorities. Eventually, it is hoped, Taichung will become the city of social innovation.
Winning teams of the first Social Enterprise Startup Proposal Competition: 7C Kitchen and Micro-Fre
According to Tunghai President Mao-Jiun Wang, the Taiwan Social Enterprise Sustainability and Development Association was founded by EMBA students and alumni together with invited scholars, industry leaders, and social activists. He appreciated the effort and devotion of Association Chairman Professor En-te Hsu. Over the past four years, Professor Hsu has organized the “Tunghai Care Camp,” leading Tunghai students and international volunteers to volunteer in elementary schools in the countryside in Nantou County. Decades ago, during the early years of Tunghai University, Professor James Hunter became aware of sanitary problems with drinking water in the villages of Dadu Mountain. He established a workshop with students and helped the villages to improve their sanitary environment and water supply. From these two examples, we can see that ever since its foundation, social care has always been Tunghai’s priority. Recently, “social sustainability” has been designated as one of Tunghai’s main directions of development in the University’s long-term development plan and this especially concerns senior citizen service. As President Wang concluded, this collaboration milestone, therefore, offers an opportunity to rally all resources from the school, the Association, the government, Rotary International, and the near-by sister universities to foster the cause of social sustainability.

Other guests in attendance, including President Chuan-Yi Tang of Providence University, Legislative Yuan Member Chang Liao Wan-Chien, who is also a graduate of Tunghai’s EMBA program, industry representative Chairman Fang-Chen Lee of Yung Shin Holding, and Professor En-Te Hsu, the Chair of the Social Enterprise Sustainability and Development Association, who has many years of service in developing social enterprises in Taichung and throughout Central Taiwan and leading Tunghai volunteer to perform volunteer work, spoke about their support for the Association and expressed their hopes for the great contribution which the Association will make in the years to come.

Sometimes it only takes one person to change the world. The Association, however, has rallied the joint resources of industry, the government, and academia. The result is sure to have a revolutionary impact on Taiwan’s social enterprise ecosystem.
