Joint MOU Signing Ceremony for the “Taiwan HuaYu Best Mandarin Learning Program”

Tunghai University is 1 of 10 universities selected to implement the Taiwan Huayu Best Program supported by the Ministry of Education. This Program aims to raise the visibility of high-quality Chinese language teaching in Taiwan as well as to promote bilateral exchanges between American university students learning Chinese in Taiwan and Chinese language teachers in the US. President Wang of Tunghai University and President Surridge of North Park University emphasized their mutual excitement about promoting this project together.

To commemorate connections between 6 Taiwan and 6 Midwest universities, the Taipei Economic and Cultural Office (TECO) in Chicago hosted a joint MoU signing ceremony on Tuesday, September 28, 2021. These collaborations further strengthen higher education language exchanges between Taiwan and the U.S. while developing bilingual and cultural talents for the future.

The representatives from the United States side, Ms. Camille Dawson,
Deputy Assistant Secretary of the Bureau of East Asian & Pacific Affairs, U.S. Department of State(left) and
Dr. Daniel Mahony, President of Southern Illinois University System(right) delivered the speeches.

In serving as official witness for each MOU signing, Director General Johnson Sen Chiang welcomed everyone and introduced Dr. Timothy Killen, President of the University of Illinois System who gave the opening remark. Representing the US side, Ms. Camille Dawson, Deputy Assistant Secretary of Bureau of East Asian & Pacific Affairs and Dr. Daniel Mahony, President of Southern Illinois University System, also gave their support.

Rep. Bi-khim Hsiao of Taipei Economic & Cultural Representative Office in the U.S., Deputy Minister Mon-Chi Lio from the Ministry of Education in Taiwan, and Director General Douglas Hsu from the Ministry of Foreign Affairs represented the Taiwan side.

Taipei Economic & Cultural Representative Office in the U.S.(right top),
the Deputy Minister Mon-Chi Lio, Ministry of Education, Taiwan (Right )
and the Director General Douglas Hsu of Ministry of Foreign Affairs,
Taiwan attended the ceremony and delivered the speech.

After the speech of each university leader from Taiwan and US, the joint MOU’s were signed. In the order of the signing process, they were as follows:

1. President Hocheng Hong of National Tsing Hua University signed with Vice Provost Reitumetse Obakeng Mabokela of University of Illinois at Urbana Champaign.
2. President Huan-Chao Keh of Tamkang University signed with Provost & Vice Chancellor Sonja Feist-Price of University of Michigan at Flint.
3. President Mao-Jiun Wang of Tunghai University signed with President Mary K. Surridge of North Park University
4. Executive Vice President Chiapei Chou of National Taiwan University signed with Vice President Hannah Buxbaum of Indiana University at Bloomington.
5. President Han-Chieh Chao of National Dong Hua University signed with Executive Vice President Enrique Rios-Ellis of Oakland University.
6. President Chen of Wenzao Ursuline University of Languages signed with Chancellor Austin A. Lane of Southern Illinois University at Carbondale and witness by Hon. Terri Bryant, Illinois State Senator and Hon. Dale Fowler, Illinois State Senator

Tunghai University and North Park University signed the MOU for the
“Taiwan HuaYu Best” ( Mandarin Learning Program)

By signing the MOU’s jointly tonight, universities from both sides took their first steps in promoting the Taiwan HuaYu Best Mandarin Learning Program. The Midwest states will act as one of the key areas in the United States to encourage excellent Taiwan Mandarin Teaching and talent exchanges. Through building international study environments and bilingual campuses across universities in Taiwan, these events reinforce Taiwan’s goal to become bilingual by 2030.
