The 2021 University Performance Growth Evaluation was made by university presidents of 127 universities out of a total of 147 universities. Three major observations from the presidents are: globalization with distinguishing features make a university competitive; departmental characteristics and teaching innovation are in highest demand; reasonable allocation of resources and budget is the most pressing issue for higher education in Taiwan.

Tunghai president, Mao-Jiun Wang, shared his observation in talent exchange. While the importance of personal learning, autonomous learning, and core competencies is beyond doubt, the lax in some regulations to reach university autonomy is also in urgent demand. Tunghai University was highly praised by other university presidents for its holistic education, good social responsibility performances, and promotion of AI research and teaching. President Wang said that the university is putting up resources in setting an Artificial Intelligence Center, making AI Logic and Computing a required course in Freshman year, actively developing AI manufacturing, AI healthcare, AI architecture design, and collaboration with industry. The incubation of a future holistic talent will be based on digital, cross-discipline, and liberal art education at Tunghai.
